What's the difference between a council PCN and a private parking charge?

A council PCN is a civil penalty issued under the Traffic Management Act 2004, enforced through the council and ultimately an independent tribunal. A private parking charge is a contractual charge from a landowner or operator, enforced through the civil courts, with a different appeals process — see our private parking charges page.

How long do I have to challenge a council PCN?

You can usually pay at a 50% discount within 14 days (sometimes 21 in London). Formal representations are normally made within 28 days of the Notice to Owner, and if rejected you can appeal free to an independent tribunal within a further 28 days.

What happens if I ignore it?

The charge increases to a Charge Certificate, then the council can register it as a debt through the County Court and ultimately send bailiffs. It's worth either paying promptly or formally challenging it rather than ignoring it.
