Can a private parking company send bailiffs?
No. A private operator can't use bailiffs or enforcement agents directly. They would first need to win a County Court claim against you, which is a formal step many operators avoid for smaller amounts.
What is POFA 2012 and why does it matter?
The Protection of Freedoms Act 2012 sets out when a keeper, not just the driver, can be held liable for a private parking charge. A compliant Notice to Keeper has to be sent within strict time limits, or keeper liability can fail entirely.
Does paying make the charge go away, or admit guilt?
Paying settles the contractual charge. It isn't a criminal conviction or an admission of guilt in any wider sense — it simply ends that particular dispute. See our council PCN page if your ticket is from a council rather than a private operator.
